Florida's Milestone Inspection Law (Fla. Stat. §553.899) was enacted in 2022 in response to the Champlain Towers South collapse in Surfside. The law requires condominium and cooperative buildings of 3 or more stories to undergo periodic structural inspections performed by a licensed Florida Structural Engineer (PE).
Buildings located within 3 miles of the coastline must undergo Phase 1 inspection at 25 years of age. Inland buildings must undergo inspection at 30 years. Buildings that had already reached the age threshold before July 1, 2022 had until December 31, 2024 to complete Phase 1.
Phase 1 is a visual inspection of the building's structural components performed by a licensed Structural Engineer. If the engineer determines there is substantial structural deterioration, Phase 2 is required — a more detailed inspection to determine the extent of deterioration and necessary repairs.
Milestone inspections must be performed by a licensed Florida Structural Engineer (PE) or licensed Florida Architect (RA). The report must be sealed and signed by the licensed professional. Pineland Engineering performs milestone inspections statewide across Florida.

Buildings that had already reached the age threshold before July 1, 2022 had until December 31, 2024 to complete Phase 1. If your building did not complete the inspection by that date, it is out of compliance.

If the Phase 1 engineer determines there is substantial structural deterioration, a Phase 2 inspection is required within 180 days. Phase 2 is a more detailed inspection to determine the extent of deterioration and necessary repairs.
The 2022 law also requires condominium associations to complete a Structural Integrity Reserve Study (SIRS) to determine funding needed for future repairs to structural components. The SIRS must be completed by a licensed engineer or architect.
